Smart App Control is part of Windows Defender, and it can block our system from updating or installing properly.

One of the actions Smart App Control does is check digital signatures.

Files that are created by us have a digital signature. It looks like the image below

However, some packing tools may not get signed. 

Smart App Control may block the system from accessing the file this may happen without a pop up notification.

If the installation/update stalls halfway this is like due to this.

You can disable Smart App Control by going

Windows Security -> App & Browser control

Smart App Control setting

Select it to Off. (you may get prompted for permissions to change this setting)

Once the installation or update is done, you can turn it back on or leave it off.
