Tax registration module changes

With the release of the new GST rate updates new changes have been added to the tax registration module.

These restrictions have been added to reduce user level errors:
1. new tax code can not be added by user.
the module will now disallow creation of your own tax code.
existing tax code that have been created will still remain. 

2. editing of existing tax code.
existing tax code can be edited but edits will be restricted to chart of account only.


Exceptions:
Users can email in request to be excepted. 
Users need to indicate the purpose of the change. this is ensure that users are aware of the impact of their changes.


Please note these restrictions are not meant to inconvenience users.
they are an effort to reduce errors in GST that are cause by incorrect settings.
